He trained them many many doctors, got his doctor to patient ratio to ideal standards for Cuba, & is now earning foreign exchange from exporting doctors to those with trained doctors who refuse to follow their own import rules

They were also trained that their skill was for the people, not private practice. Literacy was improved by sending students to villages.

Cuba should have sent us soldiers to fight, like in South Africa, not doctors to enjoy capitalists comforts in villages where the majority cannot afford those comforts.
