🚨 BREAKING: The Express just blew open a fourth leg of the Starmer pattern.

Their investigation found that Starmer's CPS office was "drafting and agreeing" Child Abduction Warning Notices with police chiefs — civil letters handed to suspected child rapists instead of criminal charges.

At least 13,000 issued since 2008. No research ever conducted into whether they worked. Most police forces can't even access the records.

🔴 Detective Maggie Oliver, who exposed the Rochdale grooming gangs, says she identified 97 child abusers in a single case and expected dozens of rape charges. Instead, authorities issued a couple of warning notices. Her words: they were used "to get rid of a job."

🔴 A mother named Susan Boxall watched police issue two warning notices to the man grooming her 13-year-old daughter. He breached both. No sexual charges were ever brought. Georgie Boxall died at 17 from a lethal overdose he gave her.

The serious case review found the failure wasn't "individual errors" — it was a system built on a weak legal premise.
