2. Even if it WAS filler, that's no excuse. It is still a canon episode of XYZ that acts as a point of development for the characters on their journey. You can't just say "this one doesn't count" to excuse poor writing.

This is a nitpick from a filler episode. Fillers in Pokémon have been characterized as episodes that don’t usually matter to the rest of the story.

This one off episode that’s never mentioned again isn’t strong proof of character regression.
