While the vote was partisan, a number of Democrat members stated their commitment to passing this important legislation. We will continue to work with them on a bipartisan basis to achieve that goal.

I want to again express my gratitude to President Donald J. Trump @POTUS for placing his trust and confidence in me to lead the agency during this historic time. I also want to thank @SenateAgGOP and the U.S. Senate for a smooth and speedy confirmation, @DavidSacks for his leadership in revitalizing American entrepreneurship, innovation, and productivity by modernizing legacy regulations and cutting red tape, @SECPaulSAtkins and @HesterPeirce for their guidance, wisdom, and mentorship during my time at @SECGov, @CarolineDPham for her strong stewardship of the CFTC as Acting Chairman, @giancarloMKTS for setting an example of principled governance that inspired me to follow in his footsteps, and all who supported me throughout the process.

I welcome the vital responsibility to oversee the stability and security of America’s commodity derivatives markets during this period of rapid transformation. No agency is better suited to pioneer common-sense rules of the road for the new financial markets of America’s Golden Age than the Commodity Futures Trading Commission. Under my leadership, the CFTC will conquer these great frontiers and ensure that the innovations of tomorrow are Made in America.

Preventing AI bias and censorship is a key concern of many conservatives and others across the political spectrum.

To address this, on July 23, 2025, President Trump signed Executive Order 14319, “Preventing Woke Al in the Federal Government.”

This E.O. was designed to ensure that Large Language Models (LLMs) procured by the Federal Government produce accurate and reliable outputs free from harmful ideological biases or social agendas like DEI. The E.O. identified two key principles that must be respected: Truth-seeking and Ideological Neutrality.

Today President Trump signed an Executive Order on “Ensuring a National Policy Framework for Artificial Intelligence.” This Order declares that the United States must have one “minimally burdensome national standard” for AI, not “50 discordant state ones.”

The Administration will work with Congress to define that standard. The objective is to prevent a confusing regulatory patchwork, while protecting important values like child safety. This Order is not that framework itself, or an amnesty or moratorium, but rather a statement of principles and a set of tools for the Administration to push back on the most onerous and excessive State AI laws.

These tools include:
-A DOJ litigation task force;
-Withholding of certain discretionary federal funds from States with onerous AI laws;
-An FTC effort to curb State attempts to force AI models to alter their truthful outputs; and
-An FCC effort to curb unduly burdensome State disclosure requirements.

This Order does not mean the Administration will challenge every State AI law. Far from it. The focus is on excessive and onerous State laws. We look forward to working with Congress to enact a stable and enduring framework that reduces unnecessary regulation, enables innovation, protects core values, and helps America win the AI race.
