It's hard to comprehend how much money, and effort, and time gets sucked up by the black hole that is trying to take care of the lowest common denominator of society. For a fantastic example, look at programs like No Child Left Behind, which, at the cost of insane amounts of money and sucking up time away from bright and average students, raised the lowest student's grades by single digit amounts.

This is pretty much a universal maxim, in the words of No Country For Old Men "It takes very little to govern good people. Very little. And bad people cant be governed at all. Or if they could I never heard of it."
