Fact is that I’m the only one in this race who rescued Cuban people from communism and commanded Naval air reconnaissance missions against the communist Soviet Union, communist China, and North Korea. I am pro-law enforcement defender of our country and the Constitution.
YOU @CarlosGimenezFL are the communist who supports negotiations with the Castros to keep communists in power. You’re a socialist for failing to hold your friends accountable for betraying democracy in Venezuela and raping their natural resources. You are a traitor to the Constitution when you voted to reject election results in Pennsylvania and Arizona, and accepted $150,000 in your political fund from a developer who received $6 million in federal funds from by your hand.
Byron Donalds’ record on Haitian TPS:
April 16, 2026: Voted NO on H.R. 1689, a bill to designate Haiti for TPS.
July 2026: Said TPS had been “abused” under Biden and defended ending protections.
Aug. 23: Told CBS that Trump was “correct” to make TPS temporary, despite acknowledging stabilizing Haiti “is going to take time.”
September: Campaigns for Haitian-American votes in Little Haiti.
That’s the timeline.
My first Navy mission was El Mariel. I pulled Cuban families out of the Florida Strait after they risked everything for freedom. I later flew in the Cold War and Desert Storm, advised senior commanders, and spent years watching dictators in Havana and Caracas treat people like property. That is the district I am walking.
Homeowners insurance is devouring family budgets. Health premiums and deductibles are doing the same. People who work, pay taxes, and play by the rules are being told this is just the cost of living in South Florida. It is not. It is the cost of a market full of fraud, delay, and politicians who treat the bill as someone else’s problem. I will enforce anti-fraud laws, stabilize the insurance market, and cut health costs by expanding access and lowering what families pay out of pocket.
They also want something Washington keeps trying to separate: freedom for Cuba and Venezuela, and an immigration system with a spine. Target criminals, traffickers, and people who game the system. Protect the families who fled dictatorships, keep them out of legal limbo, and stop treating exile communities as a prop.
That is not left or right. That is South Florida.
@RepCarlos has had six years. He had the title, the committees, and the safe seat. Families still cannot afford the house they already own. People who escaped communism are watching the same strongmen endure. Law-abiding immigrant families are still being lumped in with the people who should have been removed first.
I came up from seaman to commander. I do not need six more years to figure out who we work for. FL-28 is not waiting Carlos Gimenez to see the light. It is waiting for a member of Congress who will listen. It is waiting for me.
BREAKING: @DHSgov just called @RepCarlos a liar in public.
Carlos sits on the Homeland Security Committee, yet he has no idea what DHS is doing. He isn’t in the room or on any calls. He has no influence with his own party.
6 years in Congress. 3 pensions. 0 influence.
Both parties broke our immigration system. Both parties must finally fix it.
For decades, Washington has offered Americans the same dishonest choice: accept chaos at the border or accept mass deportations that tear apart families and communities. I reject both.
I was nineteen when my first Navy mission involved helping rescue Cuban families fleeing Castro’s dictatorship during the Mariel Boatlift. I learned early that border security and human dignity are not competing principles. A strong country can enforce its laws without abandoning its values.
My plan would modernize surveillance at the southern border and in the Florida Straits, strengthen our ports of entry, and improve coordination among federal and local law enforcement. It would focus enforcement resources on violent criminals, traffickers, cartels, smugglers, repeat offenders, and national-security threats—not peaceful families who are working, paying taxes, and raising American children.
It would also add immigration judges, asylum officers, investigators, and interpreters so cases can be decided quickly and fairly. People with legitimate claims should not wait years for an answer. Neither should the government.
For longtime residents, I support an earned, renewable legal status—not automatic citizenship or federal benefits. Applicants would undergo background checks, pay applicable taxes, fees, and penalties, meet English and civics requirements, and remain in good standing under the law.
People who entered through legal humanitarian programs must receive notice, due process, and an orderly review before the government changes their status. Immigration enforcement must also be professional and accountable, with clear identification, appropriate body-camera requirements, independent inspections, medical care in detention, access to counsel, and consequences for misconduct.
Finally, employers who traffic workers, steal wages, or knowingly exploit unauthorized labor must be held responsible. Law enforcement cannot punish workers while giving the businesses profiting from a broken system a free pass.
South Florida understands immigration in a way Washington never has. We believe in law and order because many of our families escaped places where the law protected the regime instead of the people. We believe in legal immigration because we know what the chance to become an American can mean.
Secure the border. Enforce the law. Protect the innocent. Keep America’s word.
That is the bipartisan immigration plan I will take to Congress.

Yes, Delcy Rodriquez is a thief. So are her fellow thieves who are stealing Venezuela’s oil for the Pentagon. One accomplice is Carlos Gimenez, who is so feckless that people in #FL28 who normally vote Republican “down the line” are fed up. They are voting for me.
The Trump administration betrayed the Venezuelan people by reversing the Biden administration’s recognition in 2024 of Edmundo Gonzalez as Venezuela’s president-elect. Maria Corina Machado is the opposition leader who supported Gonzalez, so she’s now the leading presidential hopeful outside Venezuela.
That’s the problem. Venezuelans who live in Venezuela should decide Venezuela's next president, not Washington, the Venezuelan diaspora, or the Chavista regime. The people have choices beyond Machado, such as former Supreme Tribunal of Justice magistrate Blanca Rosa Mármol de León, who announced her candidacy his month from Venezuela, not Washington or Miami.
I spoke with her on a private video call last week. From her clear convictions, courage in public opposition to the socialist dictatorship, and the patriotic company she keeps, I’m confident Blanca Rosa Mármol de Leon will do well in a free and fair election.
Delcy Rodriquez will visit the United States this week to address the United Nations General Assembly. It’s an opportunity for Gimenez to make a forceful statement against the Trump administration’s illicit oil deal. If Gimenez says anything, he will never break with the Trump administration—not for Venezuelans or any Hispanic heritage group, even Cubans.
By contrast, I built a record of standing up for freedom, democracy, and honest government during my worldwide service in the Navy and right here in South Florida.
This is a disgusting betrayal of the Venezuelan community and of America’s principles. A socialist torturer setting foot on American soil to meet with the President represents everything I fought against.
On our final leg to Key West, Craig and I stopped alongside the USCGC Ingham, a powerful reminder that service does not end when the uniform comes off.

Gregory P. Wilson served at the U.S. Treasury under Presidents Ronald Reagan and George H.W. Bush and now serves as a Senior Advisor to Our Republican Legacy. He watched me advocate for Ukraine on Capitol Hill. Today, he endorsed our campaign.
“Phil’s leadership was forged at sea during 26 years of service in the United States Navy. Today, he is putting that leadership to work across South Florida—and he is ready to bring it to Congress. Phil possesses sound judgment, discipline and fiscal responsibility.”
Greg and I come from different political parties, but we share a belief that service, constitutional leadership, fiscal responsibility and American strength must come before partisan politics.
I am honored to have his support. This is what country over party looks like.
I’m crossing the Seven Mile Bridge and heading south toward Key West, riding through the communities I’m fighting to represent and listening every mile of the way.
