@ear2ear CN rail owns the tracks and VIA rents time on them for passenger service. The passenger trains have to travel at cargo speeds, despite that the new VIA trains can actually travel at 200km an hour (that's 2hr45 mins Toronto>MTL) but they reduce speeds to fit between cargo trains.

1/ As this chart shows, cases in 🏴󠁧󠁢󠁳󠁣󠁴󠁿 are falling, but still too high. To talk of tomorrow as ‘freedom day’ (🏴󠁧󠁢󠁥󠁮󠁧󠁿 only remember) is not sensible IMO, given current situation. Vaccines going well and do offer route through - but as we vaccinate, we must ease up gradually…/
