This is Mike Chimombe, who is part of the ZANUPF cartel of crooked tenderpreneurs. He is pouring expensive Moet & Chandon Esprit du Siècle Brut champagne on a Rolex watch, not once but twice on different occasions. That champagne bottle costs US$6,000 each.
They steal public money meant to help the elderly, the sick, the infirm, school kids, and the disabled, and buy Rolex watches which they show off by pouring expensive champagne on them. How sickening!
