AO3 almost never deletes fics. Rule breakers are given one chance to remove any rule breaking content. If they fail, only then do fics actually get taken down/the mods edit out the rule breaking content and keep the fic up

They don't deliberately harbour a safe space for predators, illegal content is eventually taken down or else that would be a huge liability.

AO3 doesn't host images except pfps, so if someone wants to post CSAM in a comment or fic they would have to use a 3rd party image hosting site. Gooming someone is also harder because there are no DMs.
