Least restrictive environment is a legal term that was written to protect kids with disabilities from being excluded from general education. It was not written to mean that every student, regardless of behavior, stays in every room regardless of the cost to everyone else. We took a protection and turned it into a mandate that works against the very kids it was supposed to serve. The good kids have rights, too. That part got lost somewhere, and nobody wants to be the one to say it out loud.
