1/2....Lamu Was Not Born in Lagos it is Half a Century of Kenyan Planning
Some Kenyans are frothing at the mouth about the Dangote refinery in Lamu. Some call it a white elephant others say it was dreamt up last month on a flight to Lagos. Before we break ground on Wednesday, let us go back into history. Let us read the plan.
Half a century in the making, The Lamu idea is older than most of the people shouting about it. The LAPSSET Corridor Development Authority's own record sets out the timeline:
✅️• 1975: The Government of Kenya, with the assistance of the Government of Japan, carried out a feasibility study on a port at Lamu.
✅️• 2003/04: While drafting the Integrated National Transport Policy, Government proposed a second transport corridor with a deep-sea port at Lamu and road and rail links to Ethiopia, South Sudan and Uganda.
✅️• 2006: Cabinet directed that LAPSSET be studied as a wider regional project.
✅️• 2008: Vision 2030 made LAPSSET a flagship project, and a full corridor study was commissioned covering the port, road and rail, a crude oil pipeline from South Sudan, Uganda and Kenya, a refinery and a product pipeline, three international airports, three resort cities and special economic zones.
✅️• November 2011: The studies were completed.
✅️• 2 March 2012: President Kibaki broke ground at Lamu alongside Ethiopia's Prime Minister Meles Zenawi and South Sudan's President Salva Kiir.
The African Union then admitted LAPSSET into its Presidential Infrastructure Champion Initiative, the first project in East Africa to earn that recognition. The refinery was on the list from the day the corridor was designed. It is not a Ruto idea, and it is not a Dangote idea. It is a Kenyan idea, half a century in the making, whose time has finally come.
✅️The 2017 master plan reserved the land
In April 2017, the LAPSSET Corridor Development Authority launched the Preliminary Master Plan for Lamu Port City and Investment Framework. It was prepared by WS Atkins, one of the world's leading engineering consultancies, funded by the UK government, and endorsed in Nairobi by more than 100 government, private sector and civil society stakeholders.
That document did not merely mention a refinery. It reserved 53 hectares at Lamu for oil tank storage and a refinery, and described its components: crude and product tank farms, primary and secondary processing units, and service areas. It placed the refinery firmly in the medium-term development phase, right beside the port. It also noted that earlier studies by Toyota Tsusho and Japan Port Consultants had already identified the opportunity.
So when someone tells you this project was cooked up in a hurry, ask them one question: have you read the master plan? The planners answered "Kenya has no oil" nine years ago.
The loudest objection today is that Kenya does not produce enough crude to feed a refinery. The master plan dealt with this in one sentence. Demand for a refinery, it observed, is normally driven by end-user demand, in Kenya and across the wider East African market.
The planners never built the case on Turkana oil. They built it on the millions of East Africans who buy petrol, diesel, jet fuel and gas every day. The plan envisaged products moving to Kenyan and Ethiopian markets, and noted that Kenya and Ethiopia had already signed a bilateral agreement to develop a product pipeline. It foresaw exports by sea, by rail, and by pipeline.

I trusted Kamaa with one simple assignment: to arrange freight for two 40-foot containers carrying machinery I had purchased in China.
His role was purely to arrange the freight booking.
The containers were booked, loaded and shipped. When he requested payment for the freight, I paid him USD 10,000, believing that the shipping charges had been fully settled.
He was then to send me the Bill of Lading documentation after receiving the payments which I would us to prepare for clearance of the cargo in Kenya.
What happened afterwards has left me shocked and financially distressed.
When the containers arrived in Kenya and I received notification from COSCO Shipping, as the named consignee, I discovered that the freight forwarder was claiming that payment had not been made to them.
Even more disturbing, I am now being told that my two containers have become entangled in a wider dispute involving alleged debts arising from Kamaa’s other shipping and consolidation business.
These are debts and private arrangements that I knew absolutely nothing about and was never a party to.
From the information now being given to me, Kamaa apparently works through a Chinese intermediary, Guangzhou Jieyun Supply Chain Co., Ltd., while another company, Qingdao Baihuaying International Freight Forwarder Co., Ltd., appears within the COSCO freight chain.
I am further being told that credit arrangements may have existed between these parties and Kamaa in relation to other shipments connected to his consolidation business.
If that is correct, then my biggest question is simple:
Why should machinery belonging to my company be held as security for private debts allegedly arising from business arrangements between other parties?
My shipping documents are very clear.
The shipper is my machinery manufacturer, and the consignee is Floor Decor Kenya Limited.
Kamaa is neither the shipper nor the consignee.
Apart from introducing or linking me to the freight arrangement, there is nothing on my shipping documents showing that he owns this machinery or this consignment.
Yet today, I am watching two containers carrying expensive machinery belonging to my company sit at the port while demurrage and other charges continue accumulating every single day.
What makes the situation even more frustrating is that COSCO Shipping in China and their agents in Mombasa appear to be distancing themselves from the dispute and referring me back to third-party forwarding agents, leaving me caught in the middle.
The painful part is that I have even offered to pay the freight again directly, despite already having paid USD 10,000, simply so that my machinery can be released.
I never imagined that engaging someone only to arrange freight could leave me fighting to recover machinery that I purchased and paid for myself.
I am therefore urgently appealing to anyone who:
• Knows Kamaa personally
• Has dealt with Top Sea Consolidators
• Has previously shipped cargo through him
• Has dealt with these freight-forwarding companies
• Or has any genuine information that may help resolve this matter

This machinery represents a major investment for my company, and every additional day of delay is causing serious financial loss.
If this matter cannot be resolved commercially, my final option will be to seek urgent intervention from the High Court of Kenya through its admiralty jurisdiction for protection and release of the cargo.

Someone ordered an S22 Ultra on AliExpress. The seller even sent a packing video showing the phone going into the box.
When the parcel arrived in Nakuru via Speedaf, the phone was GONE.
The buyer opened it right at the Speedaf counter in front of 4 agents, recorded everything, and reported it to Nakuru Police (OB 28/18/8/2026).
Speedaf customer care? Dead silent and uninterested.
Phone vanished somewhere in their delivery chain.
Kenyan buyers, especially if you’re ordering anything valuable…

KENGEN is expanding Gogo Falls in South Nyanza near Migori from 2.3 MW to 8.3 MW at a Cost of US$ 78 Million ( KShs 10 Billion).
That is US$ 10M per MW or KShs 1.3 Billion per MW.
Compare with Julius Nyerere Hydro in Tanzania 2115MW US$ 2.9Billion ( KShs 377 Billion). NO LOAN.
Now that is US$ 1.4m per MW.
So the cost per MW in Gogo Falls is 10 times Julius Nyerere.
That illustrates the bad strategy in Kenya.
There has been pressure that Kenya lifts the Moratorium on PPAs because there is a looming Power shortage.
Kenya has too much intermittent Power like Solar and Wind and too little Firm Power Generation.
Kenya needs to develop at least 150MW per year.
Now Kenya has embarked on PPA negotiations for Mini Hydros to fill that gap.
Now this is where I am wondering whether anybody has done any analysis.
To fill that gap of 150MW using Mini Hydros, each MW will be coming at a cost of US$ 10M.
This is very expensive Power. It will drive tariffs up.
Doesn't make sense.
Instead of developing High Grand Falls 1000MW which can come at a cost of US$ 1.4 per MW.
This pressure to lift is driven by Vendors.
This is not to benefit the Country.
In any case why should KENGEN be included in the Moratorium?
And I'm saying your paycheck depends on you parroting exactly what you just did.
If you said absolutely anything other than that, you'd be on the job market by close of business today.
I know Nairobi is tough and NGOs pay USD equivalent so I don't begrudge you dancing for your coins. Do your job, make your money and take care of your family. If you don't, who will?
