Fano’s operational grip on rural North Shewa was taking shape earlier than many realized. By late 2023 the resistance had used their deep familiarity with the rugged terrain, strong local intelligence networks and defections from the regional paramilitary to push federal troops out of many rural districts.
The regime has been throwing federal police, Oromia Liyu Hayil and even its most elite presidential guards into the fight with no success. This is less than 200 miles from the capital.
