"Under the basis of fiduciary duty and responsibility, Congress shall not enact, nor Judicial appointments block in accordance to Constitutional duties, the actions of the President of the United States of America and the respective Executive Branch while such responsibilities are mandated to ensure active transparency of fiscal spending within the Federal government in perpetuity or until such times as the Constitution is no longer applicable to the nature of such actions taken by the President of the United States of America and the respective Executive Branch.

Henceforth, the President of the United States, in accordance with his/her responsibilities outlined in the Constitution of the United States of America, must conduct every four fiscal years, an audit of any and all Executive Branch agencies of both civilian and military orientation.

If any agency of the Executive Branch is found to have failed the audit tasked, such actions to rectify the failure must include:
1. the immediate dismissal of all responsible parties within existing legal recourse under the law;
2. the immediate recourse and plan of action submitted to the President of the United States of America, the Majority leader in the House of Representatives, the Minority leader in the House of Representatives, the Vice President, the Senate Pro Tempore, and the Attorney General of the United States of America;
3. the immediate appointment of a special prosecutor approved under existing law by the President of the United States of America and by Congress in accordance with existing legal recourse under the law to investigate any and all reports of malfeasance, fraud, and possibility of seditious conduct of all responsible parties;
4. the immediate removal of security clearances of all involved parties until such time as they have met the following conditions:
a. the individual(s) under investigation have been found to be complicit in crimes of malfeasance, fraud or seditious conduct in violation of the law through their actions and thus permanent removal of security clearance is valid
b. found to be liable for at least one charge of the forementioned actions and thus permanent removal of security clearance is valid;
c. The conclusion of investigation shall:
i. return the security clearances if the investigated party is found to not have been complicit or at-fault with actions outside of their immediate control upon the conclusion and submission of the report to the President of the United States of America, the Majority leader in the House of Representatives, the Minority leader in the House of Representatives, the Vice President, the Senate Pro Tempore, and the Attorney General of the United States of America.

I believe that this might address any issues and covers them should anything be amiss. Feel free to take this and work with it.
