The USA has no legal authority over hemispheric commerce, transport and trade. The US Navy has a long history of proper interdiction procedures at sea. Not sure that’s ever included blowing civilian vessels out of the water.

History tells us that range wars were part of the USA’s history. There was also dispossession as a tool of public policy
