@ResolveQuiet 2/2: IRCC is trying to compensate for low immigration this year. IRCC will say clearly about this any time soon.
Logic: it is Canadian education in extreme condition, and the international students by contributing to Canadian economy can not be deprived of the existing benefits.

I notice debates are on for impacts on EE. We need to wait a bit. But the trend indicates that they will get.
The Canadian immigration figures for the next 3 yrs indicate to higher intakes - every year over 400K till 2023

@med50ma2006 If you have valid CoPR & have self-quarantine plan after arrival in Canada then you should book ticket & come to Canada.
If your CoPR is expired then you should have to get Travel Authorization form IRCC before you book flight ticket.
