On the flip side, many Muslim-majority countries report very low numbers, often under 5 per 100,000, but researchers, human rights organizations, and groups like Amnesty International or Human Rights Watch have long pointed out serious under-reporting there. Things like heavy social stigma, fear of family dishonor, legal hurdles (sometimes even risks to the victim, like accusations of adultery), and cultural pressures mean a lot of incidents never make it into the records.

Mohammed Atta (and the other 9/11 hijackers) weren't acting on Catholic teaching, they were acting on their own extremist interpretation of Islamic texts and al-Qaeda ideology. Asking why a Muslim terrorist didn't follow Catholic patristic writings or Gospel commands is like asking why a hypothetical IRA bomber in the 1970s didn't obey Buddhist precepts on non-violence. It doesn't land as a serious critique of Islam any more than it would critique Buddhism in that analogy.
