“To all Muslim congregations:

Dear Muslim brothers!

Everyone knows that a cunning, merciless, relentless enemy has begun war against our beloved Motherland without any declaration. Even humanity does not remember such cruelty. The Motherland is now suffering; our friends and brothers are dying at the front, while their wives and children are left orphaned. Those who wage war against us are guilty of this.

With the attack upon our homeland, our sisters and children are condemned to misery. Therefore, the Spiritual Assembly asks you to defend our Motherland in the name of religion, and likewise urges all fellow Muslims to defend the Motherland.

In mosques and private prayer houses, prayers must be offered to God so that He may help the Red Army defeat the enemy.

Dear Muslims!

It is known that this is a war, a war for the Motherland. Therefore, both at the front and in the rear, Muslims are religiously obligated to struggle until the enemy is destroyed.

The Qur’an says:

“Kill in the name of God, without retreating before the enemy; God does not love those who retreat.”

Act toward them as they acted toward you, as they drove you from your native cities and villages. Revenge is worse than death. The enemy takes vengeance upon us, and God will forgive his destruction.

Do not consider yourselves weak. If you are one hundred, you will defeat two hundred. If you are one thousand, you will defeat two thousand by the mercy of God. God helps those who are steadfast in their struggle.

Fight those who fight against you, though they themselves did not declare war. God does not love declaring war upon the peaceful. Those who fight us, destroy them mercilessly wherever they may be; drive them out from wherever they drove you out. Their oppression is worse than war — meaning the enemy’s abuse of women and children.

The Prophet Muhammad says:

“Love for the Motherland is an honor of religion.”

Taking into account the words of God and the Prophet, show no weakness in struggle, but fight heroically and steadfastly until final victory.”
