Chaplains are commissioned and promoted, with rank from Captain to Colonel, but the Secretary feels that officer rank might be intimidating to troops who need spiritual counseling.

Chaplains will retain their rank and pay, but will present themselves as “moral anchors” for the troops, rather than as military superior officers, according to Department of War press releases.
