Saudi Arabia. Egypt. Turkey. Qatar. Pakistan. Jordan. Indonesia. Djibouti. Oman. Sudan. Lebanon. Yemen. Mauritania. The UAE is not there. That absence tells you everything.
The UAE built the Berbera port infrastructure in 2017. DP World holds a 30-year concession. Abu Dhabi constructed the military runway. They created the physical architecture that Israel is now moving into.

Three parties. One transaction. One occupied city was used as the site of the signing ceremony. The Saudi statement is not just a condemnation of Somaliland. It is Riyadh drawing a line against Abu Dhabi's proxy war in the Horn of Africa, with 12 other Islamic nations standing behind it.
The UAE cannot sign a condemnation of a fire they lit. The people of the North deserve to know who is actually pulling the strings.
