When schemes are spotted, liquidity can vanish overnight, trapping holders with no easy exit.

Promoters, influencers, and issuers face higher personal and legal risk for undisclosed paid hype or misleading claims. Enforcement actions by the SEC, CFTC, and DOJ have already targeted pump-and-dump rings; the new frameworks accelerate detection and prosecution. A token that once rode social-media frenzy for days can now collapse in hours once regulators or platforms intervene.

Major exchanges grow more selective about listings, pushing remaining pure memecoins onto thinner, less regulated DEX venues where rug-pull risk is higher and recovery is nearly impossible. Even pure “collectible-style” memecoins, which may sit outside full securities treatment, remain fully exposed to general fraud statutes.
