On April 17, 2026, the Union Government faced a rare legislative setback when the Constitution (131st Amendment) Bill, 2026—which set the stage for the new Delimitation Bill—failed to pass in the Lok Sabha. The proposed legislation aimed to significantly expand the Lok Sabha's strength from 543 to 850 seats and restructure constituencies, but it immediately sparked fierce debate over federal fairness and political representation.
Because it was a constitutional amendment, the bill required a strict two-thirds majority to pass, which it ultimately failed to secure. Following this defeat, the government officially withdrew the accompanying Delimitation Bill 2026.
Here is exactly why the opposition rallied against it and why the bill was ultimately rejected:
The Numbers Game: The amendment required at least 352 votes (a two-thirds majority of members present and voting) to pass. It ultimately received 298 votes in favor and 230 votes against, falling significantly short of the required threshold.

With the bill's failure, the exact timeline and framework for rolling out women's reservation in the Lok Sabha remains a highly contested issue.
