Rodri shoots more & can carry more. And that’s about it but these are not core duties of a DM as a DM stays quite horizontal & stationery than vertical & progressive. He is not a flashlight, he is a power life. Rodri might be the better player or more complete guy but Busquets is undoubtedly the greatest CDM the game has seen.
The core duties of a CDM especially in a possession based side (where both of them played) are:
— Control the build-up: Busquets edges Rodri here. Pep Guardiola moves Bernardo Silva deeper than Rodri to help break opposition pressure. However, Busquets was a first phase expert.
— Provide defensive balance: Busquets was in the hot area before the opposition realises it but you can argue for Rodri since he has more physical presence but Busquets won his duels & tackles. For example, Busquets screened the back 4. He played with Alves & Alba at some points & he had the job to kill transition because he started running way before everybody as he wasn’t pacy.
— Offer constant passing support. See, always ask yourself why Spain would have Xavi, Iniesta, Fabregas, Alonso, Silva, Mata, Carzola & still STARTED Busquets. The answer you are looking for is there. Alonso could play the CDM (he did at Madrid & Bayern, Liverpool*). It was because no one, absolutely no one could play the CDM like Busquets. Busquets was committing Paul Scholes to errors & fouls at 21 in a UCL final.
— Manage transitions; as a possession based team is bound to lose the ball in a difficult situation & suffer from transitions. Again, the easier thing to say is that Rodri would get there faster with his pace but one can always argue that Busquets’s game-readability puts him ahead. There is a reason Jude Bellingham might edge Pedri on tackles but not on interception because you need to read the game to get to break a pass without challenging a player. Remember the quote the legend Maldini “if I have to make a tackle, I have already made a mistake”.
— Organise the team. I will give this to Rodri because he is more vocal than Busquets was. No need to talk too much.

A top possession-based No. 6 combines:
1, Technical quality (first touch, passing, scanning). Busquets wins here
2, Tactical intelligence (positioning and anticipation). Busquets wins here
3, Composure under pressure. Busquets wins here
4, Defensive awareness. Rodri wins here (because of his physicality & running power). Even though awareness & solution are not same.
5, Leadership and communication. Rodri wins here.
