CBDC could be used in a variety of ways – facilitating atomic settlement, programmable payments – to unlock benefits for the economy. The project revealed legal, regulatory, technical and operational issues that warrant further research. 1/4

The most important part of this ruling:

“XRP, as a digital token, is not in and of itself a “contract, transaction[,] or scheme” that embodies the Howey requirements of an investment contract.”

This is a now a matter of law (not up for trial.)
