My guess: the Fable delay is just to see GPT-5.6's terms first, then decide whether regular users get it inside the plans.

My take: I don't buy that Anthropic will ship Fable as a paid, API-only thing - especially this watered-down version. It reads like a logical bump over Opus, nothing more.
Rumor going around: OpenAI might drop GPT-5.6 this week - a direct Fable
