कल देर रात घबराए हुए चुनाव आयोग ने अधिकारियों को युवा मतदाताओं के लिए विशेष नामांकन कैंप लगाने और सोशल मीडिया के जरिए उनका “व्यापक प्रचार” करने का निर्देश दिया।

लेकिन इससे पहले खुद CEC ने Form 6 में खुले तौर पर गैरकानूनी और असंवैधानिक बदलाव कर युवा मतदाताओं के लिए अपना नाम मतदाता सूची में जुड़वाना लगभग असंभव बना दिया था। इसमें एक नया अनिवार्य सेक्शन जोड़ दिया गया, जिसमें पूछा जाता है कि आपके माता-पिता/दादा-दादी पिछली SIR में शामिल थे या नहीं-इससे पहली बार वोट देने वाले Gen Z मतदाताओं के लिए एक नई बाधा खड़ी हो गई।

यह बदलाव पूरी तरह गैरकानूनी है।

•⁠ ⁠उल्लंघन 1: जुलाई 2026 की शुरुआत में बिना किसी आधिकारिक नोटिफिकेशन के ऑनलाइन फॉर्म को चुपके से बदल दिया गया।

•⁠ ⁠उल्लंघन 2: ECI के पास Form 6 में संशोधन करने का अधिकार ही नहीं है। Representation of the People Act, 1950 के मुताबिक यह अधिकार केवल केंद्र सरकार के पास है। यह साफ तौर पर चुनाव आयोग द्वारा अपने अधिकार क्षेत्र का बहुत बड़ा अतिक्रमण है।

•⁠ ⁠उल्लंघन 3: Registration of Electors Rules, 1960 के तहत Form 6 को नियंत्रित करने वाले नियमों में कोई संशोधन किए बिना ही फॉर्म बदल दिया गया। ऐसा केवल केंद्र सरकार संसद को उचित सूचना देकर कर सकती है। कानून द्वारा निर्धारित एक वैधानिक फॉर्म को घबराई हुई PM-HM की जोड़ी के इशारे पर CEC ज्ञानेश कुमार ने एकतरफा बदल दिया।

संयोग से, दोनों ECs ने भी इस “गैरकानूनी और अनधिकृत” बदलाव को वापस लेने की मांग की थी, “ताकि युवा और पहली बार वोट देने वाले मतदाता बिना किसी परेशानी के अपना नाम दर्ज करा सकें।”

CEC ने न सिर्फ संवैधानिक परंपराओं और प्रक्रियाओं को तोड़ा है, बल्कि संसद द्वारा पारित कानून का भी जानबूझकर उल्लंघन किया है। उनका पद पर बने रहना भारत की जनता का अपमान है। कानून लागू करने की जिम्मेदारी एक ऐसे व्यक्ति के हाथ में है, जिसके बारे में साबित हो चुका है कि उसने कानून तोड़ा है-भारतीय लोकतंत्र की हालत आखिर कहां तक गिर गई है? सुप्रीम कोर्ट को तत्काल स्वतः संज्ञान लेकर उन्हें जवाबदेह ठहराना चाहिए। जैसा कि लोकसभा में विपक्ष के नेता राहुल गांधी जी ने कहा है, ज्ञानेश कुमार के पास अब भी इस्तीफा देकर और approver बनकर अपनी गलती सुधारने का मौका है। खासकर भारत के युवा ऐसे कदम का स्वागत करेंगे।

Form 6 changed? Or is this just another rage-bait moment?

Let’s clock the facts. Form 6 remains unchanged. During SIR, the Declaration Form was integrated into the Form 6 process so voters don’t have to go through separate processes or deal with double OTP ka lafda.
