The Medal of Honor and the Presidential Medal of Freedom are not equivalent, not by a long shot.
The Medal of Honor is the highest military award for valor in action against an enemy force that can be given to a member of the United States Armed Forces.
The president presents the medal on behalf of Congress to service members who distinguish themselves through "conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty".
The Presidential Medal of Freedom is the Nation's highest civilian honor, presented to individuals who have made exemplary contributions to the prosperity, values, or security of the United States, world peace, or other significant societal, public or private endeavors.
They are not the same at all.
Also there have actually been civilians that have received the Medal of Honor. They were all during the Civil War, one being a woman.
