@wspd2pio @wastatepatrol Here's what I dont understand, why even use a dummy? Probably 100% of the time you could just have drove in the HOV lane with no pre-planning. The folks violating the HOV through JBLM everyday never seem to care but that's mostly because state patrol is scared to make contact.
