Canada spent years insisting it had an episodic problem, not a structural one. It is still working its way out, at real diplomatic cost. The spiral is documented. Azerbaijan would do well to study that record before discovering it has already started one of its own.

What Baku is importing has a documented downstream: extortion of Sikh businesses, narcotics corridors running on community infrastructure, gurdwara capture, illegal migration networks, radicalisation of young men, and the slow intimidation of moderate Sikh voices.
