Its entrapment! This may be your experience w/auto insurance co.’s too, at this time; if your state is financially hurting. DE- is a tax free state & $$ hurting! I wouldn’t be surprised if insurance co.’s are in cohoots w/the state to create cash flow from more tickets & fines!
