Maybe all offhand attacks are made with disadvantage and you can't use reactions?

I was leaning toward strength based and calling it Path of the Titan (Inspired by the WoW Titan Grip). Rather than dual wielding with finesse, I picture just brutally flailing two weapons that shouldn't be used one-handed by weaker folk

Wow, two really cool pieces of news from @DnDBeyond :
1) The encounter builder will let you scale the CR of a monster with a slider, so you can make a monster harder or easier
2) The math is based not on DMG/Xan, but on the internal WotC guides, but is a version of that.
