That 1099-C means the debt is CANCELLED. Legally dead. If any collector ever tries to collect on that $8,500 again you sue them under FDCPA and collect $1,000 per violation

But here's where it gets nasty

The IRS sent you that 1099-C because they want their cut. $8,500 in "income" at your bracket is roughly $1,020 in federal tax

Except if your total debts exceeded your total assets at the time of cancellation (and let's be honest... they did) you file IRS Form 982 and claim insolvency

Tax on that $8,500: $0

The bank wrote off $8,500
The IRS gets $0
The collector can never touch it again
Your credit rebuilds in 24 months without the balance dragging your utilization

He turned $8,500 in debt into a legally protected $0 liability and a 617 score that's about to be 720 in 90 days if he runs the dispute sequence on whatever else is sitting on his report

The bank paid him to leave. The IRS is about to get nothing. And the bureaus are holding records they can't verify because the original creditor literally told the IRS they gave up

This is the part nobody talks about. Once a creditor files a 1099-C they've admitted in writing to the federal government that the debt is uncollectable. That filing IS your dispute evidence. Send it to all 3 bureaus with a letter that says "original creditor confirmed cancellation, remove this tradeline" and watch them scramble

617 with no payments is honestly more impressive than 750 with $3,200/mo minimum payments going to Chase so they can lend your money to someone else at 24%
