On your second point we know very well that Kenyan drivers break rules every minute of the day,if it is truly an emergency then you will have no problem providing sufficient evidence that it truly was one ,I just lost Kenyans don't want instant fines because you all know you can just bribe that police officer,or that judicial officer. If you are always breaking traffic rules then of course you will have a problem with the system
