Maxwell W. Hunter II was an American aerospace engineer and space policy adviser who sat on the National Aeronautics and Space Council advising the President on space policy. On 18 July 1963 he wrote a memo titled Thoughts on the Space Alien Race Question, arguing that contingency policy for contact with extraterrestrials should be considered. He concluded bleakly that, because few would take the subject seriously before the fact, the only readily available references in an emergency would be science fiction and “our policy will be determined in the traditional manner of grand panic.”
Sixty-two years later, are governments in a better position? Is there a plan to build societal resilience ahead of any revelation about the existence of alien life? Are there mitigation strategies to provide psychological support and bolster the ontological security and wellbeing of high-risk and affected groups?
We fear not. But does it have to be grand panic?
At uNHIdden we are establishing an Ontological Security Advisory Group to help develop preparedness plans and mitigation strategies ahead of any paradigm-shifting revelations. If the topic is too difficult or toxic for governments to touch at present, it may fall to civil society to lead.
