Roblox just clarified what counts as a "highly engaged player" for the new Kids & Select system

To unlock access to younger audiences, your game needs players who've spent money anywhere on Roblox within the last 60 days, not in your game.

Roblox says this is meant to prevent "fake engagement" but many developers are concerned smaller/new games could struggle to qualify early on.
