Rishi Sunak cannot claim that he has a legitimate mandate. He was bumped into second place by Truss. He voted for her Chancellor’s overt gifting of the UK economy to Hedge Fund cowboys, and he has no right to claim innocence. We will be paying for this farce for years.
No-one in the House of Commons is able to claim a legitimate mandate at any later date than the 2019 election, apart from by-Elections. More specifically, no Tory, especially any Front Bencher, Cabinet or Junior Minister has clean hands in respect of recent economic disasters.
