Senior South African Police Service officers have been served with Notices of Intention to Suspend in connection with the Medicare 24 Tshwane District tender scandal. The disciplinary steps form part of a wider SAPS internal process following forensic findings into irregularities in the multi-million rand healthcare contract awarded to Medicare 24 Tshwane District (Pty) Ltd.
Lieutenant General Edith Nonkululeko Mavundla, Divisional Commissioner for Technology Management Services, and Lieutenant General Lineo Nkhuoa, Acting Deputy National Commissioner for Support Services, are among the officials affected. Mavundla served as Deputy Chairperson of the Bid Adjudication Committee, while Nkhuoa signed off the Service Level Agreement linked to the tender.
The investigation relates to a tender valued at approximately R360 million, later cancelled in May 2025 after internal audits flagged irregularities, including alleged non-compliance with supply chain rules and missing documentation. The contract was intended to provide healthcare services to over 180,000 SAPS members and is linked to alleged Big 5 cartel member Vusimuzi “Cat” Matlala.
The officers have been given the opportunity to make representations before any final suspension decisions are taken. The matter forms part of ongoing investigations involving multiple senior officials, internal disciplinary processes, and broader corruption probes into SAPS procurement practices, which remain under scrutiny by relevant authorities.
