There is no official source that the events depicted in origins are THE exact events it just follow the basic story line of the Games with multiple changes.

Again we don’t know he even caught or keeps these legendaries as he’s never depicted to use them.

He didn’t get to use revives because canonically he didn’t use them in major battles.

Otherwise Gary couldn’t make top 16 in the league with lvl 60 pokemon but was also somehow champion for 5 mins.
