IMHO, introducing a whole second tool for a few queries when Entity Framework 8+ already allows us to execute raw SQL queries and map the results directly to unmapped types, isn't a practical or pragmatic architectural decision.

Just choose. If you prefer manual SQL, Dapper is awesome, if you prefer ORMs choose EF and drop to raw SQL for the few uses cases where EF fails to hit the mark. If you really need to squeeze every millisecond out of your queries, ADO #dotnet itself is the boilerplate everything else builds upon.
