@npfandos In INS v Chadha, Sup Ct held not only that the congressional veto in § 244(c)(2) of the Immigration Act was unconstitutional, but also that it was severable from the Act. Hard to believe it could be severable in the National Emergencies Act, to allow for Pres'l veto.
