No, this is not confirmed as true—it’s an unproven allegation based on declassified intelligence summaries of discussed plans, not evidence of actual laundering or executed transactions. 
The screenshot comes from an “And We Know” social media post (a pro-Trump/anti-establishment account), which echoes a March 25, 2026, Just the News report by John Solomon. That report cites a declassified U.S. intelligence summary of NSA intercepts from late 2022. 
Key Details from the Report
• Ukrainian officials (linked to Zelenskyy’s government) allegedly discussed with USAID personnel in Kyiv a scheme to divert hundreds of millions in U.S. taxpayer funds (earmarked for clean energy/infrastructure in Ukraine).
• The plan supposedly used a fake or unnecessary project as cover, routed money through U.S. companies and hard-to-trace subcontractors/contracts, with ~90% allegedly intended for the Biden 2024 campaign and DNC.
