The term "mental" refers to the mind. The mind is an abstract concept. An abstract concept cannot be "ill". Therefore the mind cannot be ill. Consequently, there is no such thing as "mental illness".
Moral truth can be unchanging while the Moral obligations given to people in different circumstances can change.
A simple biblical analogy for this is the dietary laws of the Old Testament. Just because God commanded the Israelites to observe particular dietary restrictions, that doesn't mean that Christians are morally required to observe them today.
The change isn't necessarily in "Moral Truth" but rather which covenantal commands apply to which people at which time.
It seems to me that the Old Testament death-penalty laws were a Mosaic covenant obligation rather than an unchanging Moral principle.
Furthermore, the teachings and examples of Jesus emphasize mercy, repentance, and forgiveness. The story of the woman caught in adultery is a good example of this. Jesus said, "Let him who is without sin cast the first stone." I think Jesus applies the same standard today.

@MattWalshBlog With the death penalty, you also need an executioner.
By advocating for the death penalty, you are advocating for someone to willingly take the life of another. I don't think anyone should be doing that, let alone for their day job.
I think God should be the author of life.
