Yesterday, I had the privilege of officiating the closure of a five-day training on Gender, Trafficking in Persons, and Diversion held at Courts View Hotel.
Organized by @PoliceUg Child and Family Protection Department with support from IDLO, the training was guided by three key objectives. First, to strengthen officers’ understanding of gender concepts, the forms, root causes, and effects of Gender-Based Violence (GBV), as well as the legal frameworks on GBV and Violence Against Children (VAC), to ensure professional, unbiased responses to cases.
Second, to build officers’ capacity to identify, investigate, and handle cases of Trafficking in Persons using a victim- and survivor-centered, multi-sectoral approach recognizing push and pull factors, as well as key indicators at crime scenes.
Third, to equip personnel with practical knowledge of the Juvenile Justice System and the Children Diversion Guidelines, ensuring that children in conflict with the law are handled in line with their best interests.
I urged officers to remain professional and adopt a victim-centered approach at all times. Whether dealing with domestic violence, defilement, or trafficking cases, the dignity, safety, and confidentiality of victims must come first.
I further emphasized that the skills acquired, interviewing survivors and witnesses, preserving forensic evidence, and ensuring proper medical documentation, are not optional. They are critical in determining whether justice is served or whether victims are re-traumatized.
This training is a vital investment. The public expects a Police Force that is knowledgeable, compassionate, and accountable. I encouraged participants to cascade this knowledge to their colleagues through barazas and community sensitization initiatives.
The Child and Family Protection Department will follow up on implementation, and we expect to see a measurable improvement in how cases involving women, children, and victims of trafficking are handled.
I extend my sincere appreciation to @IDLO for their continued partnership, and to all facilitators for the invaluable expertise imparted to our officers.
