@MichaelWWara Although the Achilles Heel of income based fixed charges is that utilities don’t know which customers fall into low, middle and upper income tiers - and customers have no incentive to tell them they’re in the middle or upper tier. So the concept still seems nice but unworkable
@MichaelWWara I have yet to read the decision, but this sounds reasonable. I think the key metrics to look at are: are there at least three income tiers, and does the proposal graduate the income based charges as much as possible without losing the conservation signal from the variable rate
