Responding to how the seasonal climate forecast, including the El Niรฑo outlook from the Greater Horn of Africa Climate Outlook Forum held in #Kigali, is translated into risk information at the district level, @FaustinMUNYAZIK, Deputy DG @REMA_Rwanda, responded:
๐The seasonal forecast covering September to December is only a starting point.
๐The real challenge is translating it into practical guidance for districts and communities, tied to their daily routines and specific risks, such as erosion for rain fed farmers or dangers for those in fragile ecosystems.
๐Getting the message across depends on using multiple channels together, including radio, community radios, and gatherings such as Umuganda, since relying on one channel like morning news reaches only a small percentage of people, and on consistently collecting feedback rather than only broadcasting information.
๐He cited the 2023 disaster in western #Rwanda๐ท๐ผ, where about 135 people died in one night, noting he was deployed to @RutsiroDistrict for a month. He observed that many people ignore warnings and stay in high risk areas due to a false sense of security based on family history there.
๐ He stressed the need for clear evacuation plans specifying when to vacate high risk areas and when it is safe to return, concluding that effective disaster response requires combining the right information, delivery methods, feedback mechanisms, and coordinated community action.

๐The UN must be honest that it remains far behind in adapting to a changing world. Institutions earn legitimacy through what they deliver, not what they promise.
๐Optimism must be matched by real willingness to change. The UN is often more reactive to crises than proactive in preventing them.
๐Eastern DRC is a clear example. #FDLR has spread genocidal ideology and committed grave abuses for over three decades, directly threatening Rwanda's security through cross border attacks.
๐#FDLR now operates alongside Burundian troops and DRC sponsored militias and mercenaries, in violation of the 1989 UN Convention and the 1977 OAU Convention against mercenaries.
๐The roots of the conflict in Eastern DRC are political, tied to long standing grievances, exclusion and governance failures. The solution must also be political.
๐Rwanda fully supports diplomatic efforts, commending the Washington Accords between Rwanda and DRC and the Doha process between DRC and AFC/M23.
๐He thanked President Donald Trump, the Emir of Qatar๐ถ๐ฆ, and AU Mediator President Faure Gnassingbรฉ of Togo for their mediation efforts.
๐All actors, including the Security Council, should support peace efforts fairly and push all parties to honor their commitments.
๐Prevention must also address poverty, economic shocks and exclusion. Fair development opportunities for all countries should be central to the UN80 reform process.
๐The real question is not whether multilateralism is relevant, but whether institutions are ready to adapt and deliver results. #Rwanda ๐ท๐ผ reaffirmed its readiness to work with all member states.
๐Jean Marie Vianney Ndayizigiye, PS at Ministry of Health highlighted how they used climate data to predict the likelihood and impacts of outbreak diseases.
๐He explained that what Rwandans already know from experience, such as the high probability of flu and rain borne diseases like malaria during the rainy season, is in fact data, a pattern well known even in villages and among grandparents.
๐As a ministry, they capture this data related to climate change through their health information systems, using the Internet of Things and information from Meteo #Rwanda๐ท๐ผ
๐He said that once this data is available, the ministry is able to see early warnings of an upcoming pandemic, allowing them to prepare, allocate resources, and respond to disease outbreaks.
๐He added that the ministry is working on a strong health national adaptation plan built on this data, including for raising funds.
๐He also noted that the ministry recently opened the National Health Intelligence Center, where this data is used daily so the ministry can be ready rather than acting as firefighters, and to guide budgeting and improve efficiency.

๐The 2nd Rwanda Climate Science Symposium (RCSS 2026) kicks off today in Kigali, bringing together researchers, policymakers, practitioners, development partners, and early career scientists to advance climate science and evidence based climate action in Rwanda.
๐Responding to how Rwanda ensures that climate data and information translate into anticipatory action and reach the appropriate actors in implementing the existing national environment and climate change frameworks, PS/MoE Fidele Bingwa said the first step is to put the data in a language that everybody understands.
๐He explained that planners from various sectors and institutions are being asked to adapt to or mitigate climate change. But they first need to understand what the various climate change projections actually mean.
๐They need to know what they mean specifically for #Rwanda๐ท๐ผ. And they need to know what they then mean for their own sector. Only from there can the conversation on adaptation begin.
๐He illustrated this with an example from the agriculture sector.
๐If planners are shown a basic projection where rainfall quantity barely changes over the next 20 to 25 years, they might question why they are being asked to adapt when the change does not appear material.
๐This is why the data must be examined further. He noted that while the quantities do not change, the rainfall intensity does change. He added that the number of days without rainfall does increase.
๐He concluded that once data is communicated this way, sectors are able to have a real conversation.
๐They understand it and can act upon it. The same principle applies across every other sector.

This afternoon at Urugwiro Village, President Kagame met with Dr. Regis O. NโSonde, Executive Director at the International Monetary Fund (IMF), representing Rwanda and 22 other African countries on the IMF Executive Board. Their discussions focused on Rwandaโs economic growth and continued cooperation with the IMF.

๐What can we learn from another African country that is relevant to our own objectives? Such study tours give a clear answer to this question.
๐Cross regional African defense cooperation is highly commendable. Countries can remain committed to their regional organizations while also learning across regions.
๐It is interesting to note a Southern African officer learning something useful from East Africa, taking it home, adapting it to another bloc's conditions, and eventually sharing that experience somewhere else. That is how institutional knowledge travels quietly.

๐#Rwanda and Namibia's police forces have had a training cooperation agreement since 2015.
๐By 2022, at least 15 senior Namibian police officers had completed command courses at Rwanda's police college.
๐In June, Rwanda's senior command and staff course graduated 108 senior officers. Twenty seven came from 19 countries across Africa and Asia, including #Nigeria๐ณ๐ฌ, #Ghana๐ฌ๐ญ, #Kenya๐ฐ๐ช, #BurkinaFaso ๐ง๐ซ, #Mali ๐ฒ๐ฑ, #Niger ๐ณ๐ช, #Senegal๐ธ๐ณ, #Somalia๐ธ๐ด, #Tanzania๐น๐ฟ and #Zambia๐ฟ๐ฒ
๐This shows that Rwanda is not simply training Rwandan officers. It is becoming a meeting point for military professional education across borders.
๐Namibia is not the only country drawn to Rwanda. Zimbabwe's joint command and staff course spent two weeks in #Rwanda in August.
๐ Sri Lanka's staff college ๐ฑ๐ฐ visited in July, and Nigeria's national defense college has sent delegations of its own. #Namibia๐ณ๐ฆ has now entered that conversation.
๐Part of the draw is experience. #Rwanda๐ท๐ผ is consistently among the largest contributors of uniformed personnel to United Nations peacekeeping in the world, and among the largest in #Africa.

๐A delegation of 30 senior officers and faculty members from the Namibia Command and Staff College, led by Commandant Brig Gen Erastus Benhard Nathinge, concluded a one week study tour in Rwanda last Saturday.
๐This shows that the relationship between the two countries is running deeper. Within the same year, both the political and military sectors have engaged on security and institutional questions.
๐In January this year, a delegation of Namibian parliamentarians from the National Assembly's Standing Committee on International Relations and Defense Security, led by Hon. James Unomasa, visited Rwanda to exchange experience on defense and security policies.

๐He said RICA has provided the soil, classrooms, laboratories, and mentorship, and today marks the harvest.
๐He added that the harvest is not the end of the story, it provides seeds for the next season, meaning the graduates are the beginning of another cycle of knowledge, innovation, and transformation.
๐He urged graduates to change their mindset, saying they should not ask what job their degree can give them, but rather what problems they can help solve because they have a degree. He said that is the mindset Rwanda needs.
๐He noted higher education enrollment in #Rwanda๐ท๐ผ stands at about 10 percent against a national target of 27 percent within five years, requiring institutions to nearly quadruple access while maintaining quality.
๐He said artificial intelligence is already changing agriculture, research, and education, but stressed that technology must remain a tool, not a substitute for human judgment.

๐RICA is holding its 4th Academic Graduation, bringing together distinguished guests, graduates, their families, and RICA staff to mark the occasion.
๐A total of 82 students have been awarded Bachelor of Science degrees in RICA's four specializations: Animal Production, Crop Production Systems, Food Processing Systems, and Irrigation and Mechanization Systems.
๐This brings the total number of graduates across RICA's four graduation ceremonies to 321.
