If you have regulations it will price people out of the market, and then people will demand welfare to counter the inequality caused by the regulations.
It’s like when kayaking, if you take a bad turn then you need to flip your paddle and use it as an anchor to quickly get back on course.
But this saps your overall speed cause you are turning with a brake instead of a thrust.
Getting rid of regulations drastically reduces the demand for welfare.
