Missouri voters have repeatedly demanded specifics before approving major tax changes. In 1980, we passed the Hancock Amendment requiring voter approval for significant tax increases. In 2010 and 2016, we amended the state Constitution to prohibit new sales taxes on real estate and services. Those weren’t accidents. They were deliberate decisions to keep the legislature on a short leash on taxes.
Amendment 5 overrides all three of those voter-approved protections in a single vote and replaces them with broad legislative authority to expand sales and use taxes to transactions and services currently exempt, without specifying the rate, the base or the limits. These critical details would be decided later by future legislators, without another statewide vote.

In other words, voters are being asked to approve the framework first and trust politicians to fill in the details afterward.
That would be like asking voters to approve a new income tax system without specifying the rates, brackets or who would pay, and simply trusting the legislature to get it right. Missourians have never accepted that kind of blank check before, and we should not start now.

Missouri is called the Show-Me State for a reason. If proponents want this authority, they should show voters exactly what taxes they intend to impose before asking for approval.
Show up on Aug. 4 and vote No on Amendment 5.
