Bubbles can be for a multitude of reasons, I think B Eazy is alluding to sever bubbling all the time and not just occasionally or a small amount. When I clean the toilet it bubbles like crazy from the soap/detergent for example, so just make sure you’re not worrying over something simple like that. But B can clarify *

Most breeding only becomes stable after multiple generations of selection and generational breeding. You should only label a cross as F1 if both parents have zero genetic relation, so it should be reserved for Landraces crosses from completely unrelated regions. Even worked lines these days are labelled as say F11 or whatever to make the 11th generation of crossing and stabilisation.

F1 is used these days just to mark the first generation of any given cross, which makes things easier for most growers to understand. Is it completely correct? No.
