JINKY LUISTRO: Abogado, Mambabatas, Matapang na Batangueña

Si Gerville "Jinky Bitrics" Reyes-Luistro, Kinatawan ng Ikalawang Distrito ng Batangas, ay gaganap ng mahalagang papel sa isa sa pinakamahalagang political proceedings sa kamakailang kasaysayan ng Pilipinas.

Bilang pangunahing miyembro ng 11-taong panel ng prosecution ng Kamara para sa impeachment trial ni Bise Presidente Sara Duterte sa Senado, si Luistro ay handa nang mag-iwan ng kanyang marka.

Sa kanyang background bilang abogado at mambabatas, si Luistro ay nakatuon sa pagtiyak ng tamang proseso, pagpapahalaga sa constitutional checks and balances, at pagprotekta sa integridad ng mga institusyon ng gobyerno.

Ang kanyang kahanga-hangang legal expertise at walang humpay na dedikasyon sa pananagutan ay ginagawa siyang mahalagang puwersa sa laban para sa katarungan at transparency sa public service.

Maagang Buhay, Edukasyon, Karera sa Batas, at Public Service

Ipinanganak noong Oktubre 3, 1975, sa Mabini, Batangas, hinabol ni Luistro ang karera sa batas upang ipaglaban ang katarungan at itaguyod ang tuntunin ng batas.
Natapos niya ang kanyang undergraduate degree sa liberal arts-commerce at ang kanyang law degree mula sa University of Batangas (UB), at pumasa sa Philippine Bar Examinations noong 2002.

Kahit bago pa man makuha ang kanyang law degree, si Gerville “Jinky Bitrics” Luistro ay nagpakita na ng matibay na dedikasyon sa public service at edukasyon. Habang hinahabol ang kanyang legal na pag-aaral, nagtrabaho siya bilang full-time professor sa Lyceum of Batangas at nagsilbi bilang executive assistant kay dating Justice Secretary Hernando Perez, na siya ring pangulo ng University of Batangas noon.

Matapos makapasa sa Bar noong 2002, mabilis na kinuha ni Luistro ang mahahalagang legal na responsibilidad. Nagsilbi siya bilang confidential agent para sa Bureau of Immigration at consultant para sa Witness Protection Program ng Department of Justice bago naging State Counsel, kung saan humawak siya ng mahahalagang kasong legal para sa gobyerno.

Ang kanyang matalas na kakayahan sa imbestigasyon at kadalubhasaan sa mga high-profile na kaso ay nagdala sa kanya bilang pinuno ng investigation team para sa Special Presidential Task Force sa ilalim ng Arroyo administration.
Isa sa kanyang pangunahing tungkulin ay ang pamunuan ang pagsisiyasat sa tax credit scam, na nagpapakita ng kanyang commitment sa katarungan at transparency.

Kalaunan, lumipat si Luistro sa public administration, nagsilbi bilang municipal administrator ng Mabini, Batangas. Una siyang hinirang ni dating Mayor Rowell Sandoval, at nagpatuloy sa tungkulin sa ilalim ng kanyang asawa, si Mayor Noel Luistro.

Ang karanasang ito ay nagbigay sa kanya ng malalim na pag-unawa sa lokal na pamamahala at pagpapatupad ng polisiya, na nagbigay-daan sa kanya upang direktang tugunan ang mga pangangailangan ng kanyang komunidad.

Noong 2022, matagumpay siyang tumakbo sa Kongreso sa ilalim ng Nationalist People’s Coalition (NPC), tinalo ang malalakas na kalaban, kabilang ang anak ng papalabas na Kinatawan Raneo Abu.

Kalaunan, sumanib siya sa Lakas–CMD, pinalakas ang kanyang commitment sa pambansang kaunlaran at mabuting pamamahala. Bilang mambabatas, naging aktibong miyembro siya ng Quad Committee, nangunguna sa mga pagsisiyasat ng Kamara sa mahahalagang isyu ng bansa, kabilang ang giyera kontra droga ni dating Pangulo Rodrigo Duterte at ang mga di-umano’y iligal na aktibidad na may kaugnayan sa Philippine offshore gaming operators (POGOs).

Isang Bisyon para sa Batangas at sa Bansa

Sa kanyang matibay na legal na background at hindi natitinag na commitment sa public service, si Luistro ay nanguna sa mga inisyatibo na nagtutulak ng economic growth, nagpapahusay ng healthcare, nagpapabuti ng edukasyon, nagpapalakas ng disaster preparedness, at nagmo-modernize ng imprastraktura sa ikalawang distrito ng Batangas.

What some people don’t know is that Bam Aquino was Valedictorian of his batch in Ateneo. Also, he was Summa cum Laude in BS Management Engineering, one of the most difficult courses in Ateneo. There have only been a handful of summa cum laude grads in the almost 50 years of that course. This guy is brilliant. For the sake of the country, he needs to be in the Senate.

The best evidence of our political system's desperate bankruptcy is the proliferation of actors, actresses, and comedians dominating our legislative and executive branches, including the local government units. The enactment of laws and their implementations are now being entrusted to some people who never studied law or public administration.

Willy Revillame is a good man. He has helped a lot of people including the women that he loved. But that doesn’t make him prepared for the work of a senator. Philip Salvador is a fine actor. He made many people happy, including Kris Aquino, whom he gifted with a son. He belongs to a famous movie industry clan. But such credentials are not what are needed in the Senate. Lito Lapid is an excellent actor but he hasn’t performed enough in the Philippine Senate. By insisting to remain in the Senate, he effectively eased out the more qualified, the more competent candidates. His popularity isn’t a substitute for competence. The same is true with Bong Revilla. This guy has made politics his family business with his wife and sons all serving the government. What have they done?

Manny Pacquiao is the richest politician, next to the Villars. Of course, he deserves his wealth because he earned all of it. He did not steal money from the government. But the fact that he is a world champion in eight different boxing categories doesn’t make him prepared as a legislator. He hasn’t studied Political Science, much less Political Law and Constitutional Law. He isn’t even familiar with parliamentary rules and procedures. He appears odd when facing such parliamentarians as Chiz Esciudero, Alan Cayetano, and Francis Tolentino. He should aspire for an executive position if he wants to serve but not as a legislator. He is a good person and a good Filipino. But, with due respect, he can’t be a good senator. He should give way to the more competent candidates.

Tito Sotto has been a good public servant but he has served enough and at his age, he should give way to the younger, more dynamic and more progressive legislators. Erwin Tulfo should clarify his citizenship and explain to the people why the Commission on Appointments refused to confirm his appointment as DSWD secretary. He has an important issue to clarify to the Filipino voters. Ben Tulfo should stay away from the Senate and should instead leave Raffy Tulfo alone there. The Tulfos have to explain to the people about their sister’s problem when she was former president Duterte's Tourism secretary and her contract with a TV network which allegedly benefitted her brother.

Vilma Santos must be already in her seventies. She should tell us why she is running again for Batangas governor and why, of all people, she is taking her own son with Edu Manzano, Luis, as her vice governor. She should also explain why she is allowing her other son, Christian with husband Ralph, to run for congressman, when this very young Recto has never experienced having served even as a barangay kagawad. Vilma's husband is already the Finance secretary. Are there no other Filipinos who could serve in their stead? Why are they monopolizing political powers? Vilma had been governor for the longest time, what outstanding achievements could she brag about?

Yung ibinayad kong tax, napunta pala sa patronage politics. Ano ang patronage politics? Ito ang pinapamudmod ng mga pulitiko na ayuda. Ang kinalabasan, lalabas na Bayani ang mga pulitiko sa harap ng mga mahihirap. Tamang-tama sa darating na election, may pamigay sila sa mga dukha na kuntento na sa 500 pesos. Ang sistema, tayong mga taxpayer ang gumastos, para sa kampanya nila.

Paalala: Ang tax po natin ay dapat ibalik sa atin sa pamamagitan ng serbisyo (philhealth, infrastructure atbp) at hindi dapat para sa PAMUDMOD para sa kampanya nila.
