End result: She was forced to buy a new phone that she did not need and was forced to create a new iCloud account with no explanation for how she is supposed to migrate all of her content and purchase history.

They then came to the conclusion that it must be something in her iCloud account. They logged out of iCloud and… PROBLEM SOLVED.

Their conclusion: There is something corrupt going on between her iCloud account and the iPhone firmware.
