Rapid climate change means that people and countries need to adapt to foreign weather fast.

That includes more extreme rainfall.

The amount of water vapor air can contain increases exponentially with temperature ~7%/°C.

Stratospheric warming is a disruption of the stratospheric polar vortex that begins with Rossby waves getting pushed higher into the atmosphere. Strong waves reverses from being westerly to easterly, causing sudden jumps in temperature.
